NASA is deciding to retry the Ares I-X rocket. However, they need to weather to cooperate so they can launch it. They are also going to try out parachutes for their mission. I think that it is a good idea that they are rescheduling the launch because of bad weather. They want to have a nearly close to perfect launch, so it is a good idea that they rescheduled the date.
